Designed and deployed a centralized CEU Oakland dashboard integrating SAM, ESSMR, asset, financial, and inspection data, replacing disconnected spreadsheets with a single source of truth. Pulled asset data directly from the system of record into the SSMR maintenance-request system, automating most data entry and preserving data integrity. Now serves 71+ units across DNW and DSW; extended to CEUs Juneau and Honolulu, enabling automated management of DLM, OBBBA-funded DLM, and minor PC&I programs.
Built an AI-powered Statement of Work generator on own initiative, enabling high-speed scoping and contracting of Operation Restore Habitability projects across DNW/DSW in both FY25 and FY26. Handpicked by Command and Technical Director for a CG-wide AI sprint on SOW/RFP development; selected for the SILC DLM Fit-Gap Team based on CEU Oakland's SSMR systems; CEU Oakland representative on the SILC Integrated Product Team shaping the next-generation IBM SAM / Maximo platform.
Helped stand up CEU Oakland's S1 contract-approval process from inception (Jul 2025). Evolved from drafter (~20 memos) to data compiler (~24 packages) to full program lead, routing packages through the Commandant to the Secretary of Homeland Security's office and collectively enabling $150M+ in DLM, housing, and PC&I contract execution.
Led a 15-person military and civilian team during a 3-month Branch Chief absence, overseeing execution of ~$98M in construction projects. Coordinated $965K of antecedent and liability requests with SILC for critical contract modifications; onboarded three new junior officers.
Selected by Command to develop workflows for the Environmental and Contracting branches. Coordinated a 2–3 year DLM look-ahead for the Environmental Management Branch, enabling proactive permitting and environmental review. Built and deployed a MS Lists / Power Automate modification tracking system linking Construction and Contracting.
Co-managed the largest award in CEU Oakland history: a design-build project delivering temporary facilities and T46 site utilities to support Polar Security Cutter homeporting and Base Seattle modernization. Coordinated hand-off between BSTF and the first phase of the FDCC Seattle Modernization Project.
Managed $3.1M soil remediation project for divestiture of Burrows Island Light Station. Used engineering background and field data to challenge a contractor modification proposal, reducing the modification from $377,225 to $125,023 — saving the Coast Guard ~$252K.
Used Power BI to track self-help projects directly from the MS SSMR maintenance-request tracker and integrate financial-system data against each project, enabling accurate near real-time account and project tracking. Used Power Automate to pull data directly from maintenance requests and auto-draft authorization memos — saving significant team man-hours and standardizing data accuracy. Execution grew from 52 projects / $746K (FY24) to 76 projects / $2.00M (FY25), a 169% increase in funding delivered.
Filled a critical watch gap and re-qualified as Underway OOD to augment a JIATF-South counter-narcotics patrol. Stood 130+ hours of watch; contributed to interdiction of a go-fast vessel carrying ~190 kg of narcotics and a high-profile SAR operation for S/V Defiant.
